A nonprofit organization created through the settlement of Idriss Stelley's vs. City & County and SFPD case and its allocation to his mother Mesha Monge-Irizarry. Her only child, 23 African American honor student was killed by SFPD at the SF Sony Metreon on June 13, 2001, 48 shots, 9 officers, as he stood alone in an empty theater. The Idriss Stelley's case is at the root of the 40-HR mandatory San Francisco Police Departments Mental Health Training.

2013-08-01 "Food Not Bombs thrives even as it faces repression"

The San Francisco Police Department made history on August 15, 1988 when they made the first arrests ever for sharing food with the hungry. Nine volunteers arrived at the entrance to Golden Gate Park with organic vegan food prepared to share with the several hundred souls that were making the dense wooded park their home. A reporter with the San Francisco Chronicle learned of the the department's plan to deploy 45 members of the Tactical Squad to Haight and Stanyan to arrest the cooks and shortly after noon the nine Food Not Bombs volunteers were captured, cuffed and driven off to jail. The activists sang "we will not be moved" as the police vans removed them from the scene.
After spending most of the night in a holding cell at police headquarters they were released to discover that the Chronicle had published a huge photo of riot police guarding the food from the hungry with a headline proclaiming "Nine Volunteers Arrested For Feeding the Homeless at Golden Gate Park." The Food Not Bombs answering service on Polk Street was swamped with calls from people wanting to help. Offers of food, legal support, help with cooking and even commitments to risk arrest if necessary flooded in. The August 15, 1988 arrests marked a change in American societies view of the homeless and sparked a global movement. The San Francisco Police made over 1,000 arrests for the "crime" of "making a political statement" by sharing food with the hungry in public. Remove the Food Not Bombs banner and literature and provide your meals inside the National Guard Armory on the edge of the city or be arrested on felony conspiracy charges.
Twenty five years after the first arrest the act of showing compassion and effort to encourage the redirection of resources from war to providing for our community is as threatening to the authorities as it was in the summer of 1988. In response to the impact of Occupy Wall Street and other occupations over 50 cities in the United States have banned or passed laws restricting the sharing of food in public. Authorities are currently threatening to stop Food Not Bombs meals in Seattle, Portland, Boulder and Detroit. Yes Detroit, just as the city is filing for bankruptcy and has unimaginable need to feed its hungry the authorities are threatening to arrest Detroit Food Not Bombs.
Hunger and poverty are on the increase yet so is the desire to respond to the crisis. New Food Not Bombs groups form every week. Volunteers from Umuahia, Nigeria and New Paltz, New York asked to have their chapters included on www.foodnotbombs.net today. Activists reported that there are over 100 groups in Indonesia and 30 chapters in the Philippines with the Davao City chapter posting photos of their 13th July 5th anniversary celebration on our Facebook last week. A new chapter started in the southern zone of Mexico City and groups in New Zealand announced their next Really Really Free Market.
The impact of the August 15, 1988 arrests continues to this day having inspired people to start the first wave of Food Not Bombs groups that in turn inspired others to start a chapter in their own communities so that there are volunteers recovering food, cooking vegan meals that they share with the public in over 1,000 cities around the world.

Black Riders Repression Report for 2013-06-25

On March 21, 2013 Comrade Jihad Mujahid Muhammad of The Northern California Chapter Oakland Branch was vamped on, assaulted and arrested by the Oakland Pigs. A week before the incident, he launched a major Watch-a-Pig operation that got the whole community involved. He was letting the people know their rights when the pigs raided the neighborhood harassing everyone. In fear of the resistant spirit growing within the community, the pigs had the whole spot under surveillance. Later on that week a tracking device was discovered on the car of a close associate of his from the area.
This is right down the street from where 4 years ago, on this same very day, the warrior Lovelle Mixon corrected four pigs in a gun battle in response to the average aggressive police terrorist harassment and racial profiling by the Oakland Pigs, just months after Oscar Grant was brutally murdered execution style by the Bart Pig Johannes Meserle on the Bart platform while he was hand cuffed laying on his stomach. He defended his life with his life and made the ultimate sacrifice to resembling an act of resistance. This day plays a reminder in the minds of these pigs that they bleed just like we bleed!
He later gained Intel that some pigs were staked out in the area so he went to go take recognizance in a militant manner. As soon as he came out to the open he was bombarded by plainclothes and military camouflage fatigued pigs armed with AR-15 Assault Rifles and other high powered weapons. He was a threat because he has the ability to use his street ties to create unity amongst the warring rival tribal factions in the community with the potential to organize educate and unify them against the common oppressor, the fascist pigs. When they arrested him they taunted him with comments like, “Who do you think you are, Lovelle Mixon?” “Talk That Black Panther shit now!”
When he was incarcerated in Alameda County Jail (North County) we received an anonymous call saying that Comrade Muhammad was assaulted in Santa Rita jail. This turned out to be false information because he was not fully processed and transferred to Santa Rita yet. He was still in the North County jail because he was still going through the court process. This was a COINTELPRO Tactic to make us react off impulse and emotion. Although they made it extremely difficult to locate him so we can communicate. We still were able to contact him and he's doing just fine. They quickly transferred him out of Santa Rita county Jail where he now is incarcerated in San Quentin State Prison. The charges and sentencing information will be withheld for legal purposes.

I am now being held captive in San Quentin state prison/colony/hidden university. As many of you know, comrade Jihad Mujahid Muhammad, Minister of Spirituality for the Black Riders Liberation Party, was scheduled to be released last week after being held captive for a year in San Quentin and Folsom Prison. On the day he was supposed to be release, he was transferred to Santa Clara county and arraigned on new trumped up charges. This incident continues the repression comrade Jihad has faced for his organizing. Jihad is a political prisoner/prisoner of war and an unrelenting advocate for the brothers and sisters off the block. He is being targeted for his work with the Black Riders Liberation Party, his influence in the community and his devout Muslim faith.
Comrade Jihad flourished within the ranks of the BRLP, with a fearless go hard or go home attitude when it comes to confronting the pigs!!! He was arrested on the 4th anniversary of Lovell Mixon Day, on the same block where Lovell Mixon was killed after killing four pigs in a gun battle. He put himself and his freedom on the line for Black people, always willing to accept the most dangerous missions without hesitation. He has been a shining example to a lot of brothers off the block of what political education, street smarts, discipline and scientific strategy can do to change the direction of the lumpenproletariate from self destruction to Revolutionary Afrikan Inter-Communalism.
One example of this is when comrade Jihad along with comrade Askari had to break up a fight and prevent a riot at Fremont High. While the teachers stood by and called the pigs, Jihad and Askari intervened to stop the fight. When the pigs arrived and attempted to illegally detain a young Xicano student, the comrades informed the youth of his rights which he demanded until the pigs reluctantly released him. The anger of the young people then turned toward the Occupying Army (OPD), and they hurled insults at the pigs until they were forced to retreat. The comrades along with over 150 students armed with knowledge and heart drove the pigs away.
During Comrade Jihad’s incarceration in San Quentin he had a stroke. He was involved in the Prisoner Hunger strike. He organized watch-a-pig operations with the pod workers to observe the COs when they would raid and thrash prisoner’s cells to search for contraband. Since it is the pod workers who would usually end up cleaning the mess left over from the COs raids, they were in the perfect position to make it extremely difficult for the COs to smuggle/plant any contraband on prisoners.
These actions of organizing and mobilizing led him to getting transferred to New Folsom State Prison where he would serve the rest of his time. He said they had him isolated for a while but they put him in general population. He was getting a lot of good studying in and sharpening his spiritual philosophy. He was doing a lot of training and getting his health up to par. He said he was around a lot of African revolutionary politically, spiritually and culturally conscious brothers.
On Friday March 21st 2014 he was supposed to be released but the California Department of Corrections claimed they made some kind of “miscalculation” of his release date and that he would be released Wednesday on March 26th 2014. On the second attempt to pick him up on his release date they said he was released to the Alameda County Sheriff and put a hold on his release because of a warrant for some unidentified trumped up charge. He was later transferred to Santa Clara County Jail for his arraignment for a felony burglary charge and some unidentified prison charge. He is possibly facing his 3rd striked. His bail is set at $110,000, but with a bond we can get him out for $7,700. The Black Riders Liberation Party seeks Legal & Financial support, access to independent media outlets, and solidarity.

For Black youth throughout the US, especially in Watts and South Central LA, Wolverine Shakur, AKA General T.A.C.O. of the militant Black Riders Liberation Party is a leader, a strong father and husband, a bold warrior, a ghetto hero and a down brother. Black people identify with the battle he has fought against the evil forces of white racism and reaction. They identify with this principled revolutionary struggle against the capitalist system that inevitably spells misery, suffering, and genocide for the mass of Black people held captive in Amerikkka. The Black Riders played a pivotal early part in unleashing the new wave of Black militancy that’s been taking place. In 1996, General T.A.C.O. (Taking All Capitalists Out, AKA Wolverine Shakur) came together with other former Bloods and Crips in unity and created the groundwork for the resurrection of the Black Panthers, under the official name Black Riders Liberation Party. We are the new generation, and we consider ourselves to be faster, stronger, smarter and upgraded. They formulated a basic Black Commune program while in YTS prison (calling for many points as in the original 10-point program of the BPP for Self Defense, like full employment, housing, education and an end to police terrorism, and some new points, such as demanding proper medical care for AIDS victims and an immediate end to white capitalist smuggling crack cocaine into the Black community). They were eventually released to the streets and took action. Their first step was an attempt to deal with one of the most immediate and injurious symptoms of oppression – police brutality!
Armed with law booklets, video cameras, camouflage fatigues and Black karate skills, bats, knives and any other legal weapons, they created the Watch-a-Pig program and began to patrol Watts and South Central L.A.’s poor Black community -- monitoring the police, observing arrests and educating brothers and sisters of their armed self-defense rights. Their determined resistance to police terrorism produced a decrease in police harassment in areas they patrolled. Panther Power to the Black Riders!
The increasing influence of the Black Riders in the poor Black neo-colony and our fierce defense of the human rights of our people caused hysterical reactions in the police forces and government. Gov. Schwarzenegger and Brown, LAPD chiefs Bratton the Butcher and Charlie Beck, and buster ass homeland security overseers like Tom Ridge made no secret of their hostility toward the Black Riders. They see our efforts to change brothers’ and sisters’ criminal mentality into a positive revolutionary mentality as a threat to their capitalist system. Black unity has always been seen by pigs and racist politicians as a threat to their control.
In April 2002, our National Spokesman Comrade Bulldog delivered a strong speech in front of San Francisco City Hall and denounced Pres. Bush’s USA PATRIOT Act as racist. In his speech, he urged Blacks to defend themselves and oppose the imperialist so-called War on Terrorism. 45,000 anti-war demonstrators were present. Six months after the speech, Comrade Bulldog was assassinated by a mysterious undercover hit squad. Nobody was ever charged with his execution-style murder, despite appeals by his family to the so-called authorities. He was only 20 years old.
In this paper, it’s impossible to even scratch the surface of the legally sanctioned paramilitary police attacks on the Black Riders Liberation Party. A simple catalog of all the martyrs of the movement, or those wounded or presently incarcerated on trumped-up charges as political prisoners or prisoners of war would take volumes. We will focus here on attacks against one leader of the BRLP, General T.A.C.O.
As General of the Black Riders, T.A.C.O. has delivered many fiery analytical speeches in Black ’hoods (communities) throughout the US and internationally on the Internet on the period in which intense urban rebellions occurred in major cities throughout the nation mainly because of some form of police brutality and oppression. Even though 30 years ago, the government’s own Kerner Commission affirmed that white racism had to be held responsible for the rebellions, General T.A.C.O. was singled out as inciting Black people to revolt. His life has been disrupted by recurring official attempts to silence him forever. Despite many death threats on his life by racist pigs, this “Weapon of Allah (God)” has refused to give up on the new Black Power struggle. He will continue to “bang on the pigs” for life.
In Feb. 1998, LA County sheriff’s deputies from the Lennox station and FBI agents raided General T.A.C.O.’s home. He was arrested for allegedly having a legally registered SKS assault rifle. Even though the charge was dismissed, he spent a year in prison on a parole violation. His wife, comrade Aryana Shakur, also was arrested for allegedly assaulting a police officer. During the raid, Comrade Aryana was slightly wounded, but recovered quickly. She was released two weeks after the raid.
In January 2000, after a major raid at our headquarters in Watts, General T.A.C.O. and 20 Black Rider warriors marched inside the 108th Precinct at 10:00 PM at night. He was arrested for allegedly assaulting two police officers. The case against him was dismissed after just four days, but he spent six months in prison on a parole violation resulting from the incident. This confrontation left General T.A.C.O. severely wounded, but he emerged out of political imprisonment stronger and put forth a renewed call for the release of all political prisoners of war. If there is no conflict, there will be no progress!
In August 2002, General T.A.C.O.’s home was raided by the Lennox sheriff’s deputies on a search and destroy mission, but he was not home. After a six-hour armed stand-off with the pigs, three comrades were detained for an hour in pig cars. The Party’s chief legal counsel James Simmons was called to the tense scene and forced the pigs to abide by the law during the standoff. Therefore, no bloodshed occurred. Comrade Aryana Shakur was arrested for allegedly possessing an M-1 carbine assault rifle. After a year of legal battles, the case was dismissed.
In August 2003, General T.A.C.O. was arrested for allegedly assaulting a Lennox sheriff’s deputy, after the officer tried to brutalize a 16-year-old comrade. The trumped-up charges were later dismissed. In late August, General T.A.C.O., Minister of Public Relations Aryana Shakur, Chief of Security Nur Bey and Captain Nadia Shakur were all arrested. This clash happened after two white male deputies from the Lennox sheriff’s station jumped out of their car and began to frisk Aryana Shakur. This aggressive search led them to fondle her private parts in clear view of her husband, General T.A.C.O. The officers repeatedly refused to bring a female officer to do the pat down. The trumped up charges this time were inciting a riot, assault on a police officer, and interfering with an officer’s duty. This confrontation also left Capt. Nadia Shakur wounded. All four were released on their own recognizance three days later, and the frame-up charges were drastically reduced to a single misdemeanor. Aryana and Nadia Shakur’s cases were both dismissed by the judge. The police responded with hostility, and stepped up helicopter surveillance and harassment of all Black Riders. We also had to pay an excessive fee for our impounded vehicle.
In February 2004, after helping Daude Sherills successfully organize the 100,000 Man March to call for an end to Black on Black violence between Bloods, Crips, Muslims, and Christians, General T.A.C.O. and four other comrades were arrested, for allegedly possessing two bulletproof vests and a box of 9 MM bullets.
This case was dismissed within three days because of an illegal search and seizure and lack of evidence, because of the criminal tactics the police used to capture us. We are proud that none of these arrests were made due to infiltration or informants snitching inside the organization.
Despite these attacks, the Black Riders began to increase in size, membership and influence, and to spearhead more survival programs to meet the needs and desires of the people. These included the Kourt Watch program with free legal aid, the BOSS Black on Black violence prevention and intervention program, a petition for community control of the police, a Black Power Cultural Mountain boot camp, gang truce football games, the Squeeze the Slumlord project, and free food giveaways to homeless children and adults. The Watch-a-Pig program is still being implemented regularly because it is perfectly legal and necessary. The Black Commune is the vehicle for the ultimate drive-by against the fascist state. We must continue to confront the real enemy, educate the people about the nature of the system, and take the struggle to a higher level.
August, 2007, the FBI, LAPD and sheriff’s deputies launched a military-style raid on Black Riders HQ in the Inland Empire with armored vehicles and two TANKS, with intentions to assassinate General T.A.C.O., but he wasn’t there. He was arrested 3 hours later on traffic violations and held three days before being released.
Nov. 2007, General T.A.C.O., Mecca Shakur and comrade Stress were arrested in separate coordinated raids in northern and southern CA, for allegedly conspiring to possess machine guns, part of a supposed plot – never formally charged – to shoot up four police stations. After a massive campaign to “Free the BR3”, the Black Riders defeated, by a judge’s order, a prosecution attempt to impose a gang injunction and enhancements on the Riders. General T.A.C.O. sacrificed himself to gain his comrades’ release, and he was sent to Corcoran State Prison for 1.5 years. He was released May 12, 2009. In June, the state strapped a GPS tracking device on his ankle.
July 2010, parole officers and police raided Gen. T.A.C.O.’s home. He was arrested for associating with other Black Riders, and told he was being arrested for ordering them to go to support Oscar Grant’s family when killer cop Mehserle was on trial (the day before the verdict was expected). Released after two weeks, he was told he hadn’t violated parole.
Sept. 15, 2011, Gen. T.A.C.O. was arrested again for associating with other Black Riders while driving down Crenshaw. LAPD Chief Charlie Beck issued a memo to the head of the Parole Board in Sacramento to try to stop his release. In the memo, Beck stated that Gen. T.A.C.O.’s “leadership of the party has caused numerous assaults on police officers and is an organized attempt to kill, harass or injure police officers.” Meanwhile Occupy LA, Occupy the Hood and others mobilized to the court to demand T.A.C.O.’s release. Beck’s memo failed because he sent it in too late, and T.A.C.O. was again released, with strict stipulations against political speech and association, shackled with the GPS modern day slave shackle. We consider this racist memo a shocking reminder and exposure, akin to the J. Edgar Hoover memo describing the Black Panther Party as the greatest threat to internal security. We have become racist Amerikkka’s worst nightmare!
The court system in this country is increasingly becoming an important tool of repression on behalf of the exploiters. It’s being used to try to crush the struggle for liberation of peace-loving poor oppressed people, not only to crush the conscious revolutionary, but to attempt to break the rebellious spirit of Black people, Chicano/Mexicanos and Puerto Ricans in general. This foul system of government is designed to oppress, exploit and intimidate all people who are not from the white Anglo-Saxon ruling class. From the violent responses of the police forces, systematic and undoubtedly calculated, it can easily be understood that the Black Riders, as opponents of this rotten system, are victims of an official conspiracy to destroy our leadership and organization. The oppressor must be harassed until his doom! He must have no peace by day or night! Free all political prisoners of war! When the prison doors are opened, the true dragon will fly out!

Revolutionary Greetings,
Black Power! All Power to the People!
I/WE write this letter to all sincere Panther Elders and others. I/WE write this out of sheer respect, loyalty, and love for all that care. I/WE love our people so much, that I/WE are willing to try to explain ourselves, even though it is hard to do so under the extreme restraints based on the Black Riders Liberation Party’s need for security, especially at a politically charged moment like this. We humbly consider ourselves to be the New Generation Black Panther Party for Self-Defense. We never officially got permission to do so from you all but we were sincere in our desire to resurrect and advance our peoples struggle against the racist pigs, Capitalism, and Imperialism. We also set out to do the seemingly impossible task of bringing unity to the Bloods and Crips, the most hostile “gangs” in Amerikkka.
It is impossible in this brief letter to outline our ideology, theory and practice, or protocol on a day to day basis! This letter is also not to rationalize, justify, or excuse away the things you may have heard about me or Black Riders. If you have not heard anything about me or are simply convinced of what you’ve heard and don’t want to listen to what I/WE have to say on the matter, then I/WE respect that too.
If you do care, then please hear me out. I/WE are perfectly willing to talk to any objective sincere Revolutionary Panther Elders or other revolutionary Elders who are convinced about any of my actions, or the party’s. Of course, our organization is shrouded in secrecy because we are no fools when it comes to state repression based on the history of COINTELPRO and the history of counter insurgency on a global historical level. In our 18 year history of operating we have dodged and outmaneuvered the fascist states ability to ever infiltrate us with undercover agents and destroy our operations.
Because of these things we find ourselves, especially me, in a catch twenty-two, or damn if I/WE do or damn if I/WE don’t! If I/WE attempt to explain my side of the story, I/WE might expose myself and other comrades to the pig state and bring total destruction to what I/WE consider to be our strongest revolutionary force in this generation. Of course I/WE understand that many people feel that we can never ever be true Black Panthers. I/WE respect that too, if that is your position. You have the right to think such a thing.
I/WE believe I/WE am a victim of the most advanced COINTELPRO set up in our generation. It’s not just this new rumor campaign either. It’s been like that for years now! I/WE know for many of you this might all be hogwash and I/WE could be just lying to cover up things I/WE or the party has done. I/WE humbly disagree. Inside this package is a COINTELPRO type document (CHECK PIG CHIEF BECK MEMO SENT TO GENERAL T.A.C.O AND LAPD 'S CONVERGENCE STRATEGY ON LAALAA SHAKUR'S FACEBOOK PAGE) issued against me and the Party. I/WE prey to almighty Allah that you soften your hearts and read what has been done to me, my family, and the party. We believe it’s a sheer miracle that we even exist as a organization, or that more of us have not suffered life in prison or have been assassinated by the trigger happy L.A Pigs!
I/WE understand the history of Huey P. Newton’s drug abuse, authoritarianism, and some of the disagreements that former Panthers have with him and his leadership. I am light skinned, but I am not Huey! Also, of course, we do not operate in the same way as the Original Black Panthers either. This may have also led to some confusion and erroneous outlooks about our operations on a day to day level and/or ideology, theory and practice. We are not perfect but we are struggling to get better,
Tell no lies, claim no easy victory!!!!
I/WE respect revolutionary principles, community love, and accountability. I/WE am perfectly willing to talk out whatever contradiction we may have with some people in a NON-ANTAGONISTIC way. We will not stand in front of a kangaroo court by the state or individuals who are bent on my destruction or the party’s, without showing extreme revolutionary contempt. We do not respect UNPRINCIPLED open public critiques or UNPRINCIPLED facebook critics without proof, evidence, or especially dialogue. There is also such a thing as negative criticism and positive criticism. We also must make a distinction. We say we are not guilty but it’s hard to say much of anything when we don’t know the charges!
Also, our party is led by a collective called the Central Committee (that runs based on Democratic Centralism), so to charge me with any heinous crimes against the people, is to discredit and charge our whole entire organization. We refuse to allow any separation between the two! Hence, we define ourselves as I/WE for purposes of clarification in this letter. This is not an attempt to shift blame or responsibility on anyone else either. Also, I/WE would like to say that I am innocent of making any threats (on the committee). If you go to Laalaa Kimani Shakur on facebook and read my “Urgent Message to the movement and My political haters and enemies” you will see my statements were stripped out of context.
I/WE also know that my life is in more danger then ever. SO BE IT. If I am murdered or assassinated while speaking, breaking up a fight, sitting in the passenger seat of my car, or pop up with a brain aneurism, ALLAH (s.w.t)/GOD will be the only one who really knows the truth of my intentions, beliefs and practices as a revolutionary. So I/WE say to those who cast verbal stones or reactionary insults to shrink our base of support at a time when we are suffering massive raids by pigs, labeled a hate group by Southern Poverty Law Center ( and auxiliary federal pig agency) and face political trials in the near future, we will go down fighting the fascist state. We will never make the mistake of turning weapons on the people! I/WE am facing an enormous amount of time in prison in the near future for my political beliefs and actions. I/WE am prepared to go to the bottom of that hell for the rest of my life or until they kill me by hanging. My enemies will smile, yes, but no matter what, slandered, defamed of my revolutionary rank, reputation, practice, demonized by my own, I/WE will still fight back. I/WE WILL NEVER GIVE UP!

The Los Angeles Police Department (LAPD) is writing you to express its concerns regarding the parole status of parolee Mischa Culton CDC No. G029455. The LAPD has become aware that Mr. Culton is trying to show that the Black Riders Liberation Party is not a gang and that he should be allowed to associate with its members.
The LAPD has had numerous encounters with members of the Black Riders Liberation Party. They have assaulted our officers, and Mr. Culton's leadership of the Black Riders Liberation Party is not a simple association or exercise of the 1st Amendment, but an organized effort to kill, harass, and/or injure police officers.
The LAPD would like to remind the California Department of Corrections and Rehabilitation that Mr. Culton is on parole status for attempted possession of a machine gun in violation of Penal Code Section 12020(a) P.C. Enclosed are three documents to demonstrate the mentality of this gang and its hostility towards law enforcement.
It is requested that the California Department of Corrections and Rehabilitations maintain Mr. Culton's parole status and prohibit him from associating with the Black Riders Liberation Party or any other gang member as he is recruiting for his violent ideology.

Local law enforcement agencies around the world face an increasingly complex set of problems with the emergence of globally coordinated criminal networks and national security threats. Modern-day criminals have proved themselves to be transnational in reach, linked by sophisticated networks and highly adaptive in their thinking. In response, local police agencies such as the Los Angeles, California, Police Department (LAPD) are developing strategies that are equally adaptive and networked. The linchpin of these strategies is and must remain convergence.
The word convergence is used variously by different disciplines. In this context, the intent is to describe the process of bringing different elements together to achieve a result beneficial to all. As a real-world example, the U.S. Army’s Human Terrain Project (http://humanterrainsystem.army.mil/) puts anthropologists and other social scientists alongside combat units in Afghanistan and Iraq to help the military better understand local cultures.
This concept translates well to policing in the context of counterterrorism. To face a relatively new adversary, police have been required to bolster old strengths, such as investigative skills, while acquiring new information, such as specific knowledge of terrorist organizations. These developments are fostered often by collaborative, multidisciplinary environments, which can cast light on the way forward. This article highlights some of the efforts the LAPD has undertaken to achieve a high level of convergence in working to prevent terrorist activities on U.S. soil.
This point is not merely an academic one—it has operational consequences. By getting communities, including those that may be breeding grounds for violent ideologies, to buy into the idea that local agencies are operating in the communities’ best interests, these agencies foster an environment in which tips and leads can come from those same communities, increasing the ability to gather information. Ultimately, it is these communities—aided by law enforcement and other resources—that foster environments hostile to the proliferation of criminality in any form.

Recent LAPD Counterterrorism Cases -
The LAPD created its Counter-Terrorism and Criminal Intelligence Bureau in 2003. It now has close to 300 officers dedicated to counterterrorism, criminal-intelligence gathering, and community mobilization efforts.
The LAPD Counter-Terrorism Bureau’s mission has four goals:
Prevent terrorism by effectively sharing information aimed at disrupting terrorists’ operational capability and addressing the underlying causes associated with the motivational component
Protect the public and critical infrastructure by leveraging private-sector resources and hardening targets
Pursue terrorists and the criminal enterprises that support them
Prepare the citizenry and the city government for consequences associated with terrorist operations against the city
The LAPD has gained considerable counterterrorism case experience over the past few years. The following cases are but a sample of those that have come onto the LAPD’s counterterrorism investigative radar.
Hezbollah Funding Case: The arrest of a major terrorist funding group by a task force comprising members of the U.S. Drug Enforcement Agency and the LAPD working alongside the FBI illustrated the interrelation of criminal acts and the funding of terrorism, as well as the increasing global reach of local cases. This group raised money for Hezbollah by selling narcotics. It then laundered a portion of the funds by selling counterfeit products such as clothing and cigarettes in the United States and Latin America.

Black Rider Case: The Black Rider Liberation Party, a spinoff of the Black Panther Party, threatened to take over four police stations in Los Angeles and shoot and kill as many police officers as possible in furtherance of its black separatist and antigovernment agenda. Traditional policing tactics, including surveillance (using both technical and nontechnical methods), source development, search warrants, and the introduction of an informant, resulted in the arrest and prosecution of this domestic terrorist group. Property recovered during the investigation included numerous large-caliber automatic and semiautomatic weapons; a military handbook on intelligence and interrogation; night vision goggles; bulletproof vests; knives; a crossbow; a police scanner; and manuals on police field operations, sniper procedures, and bioterrorism.

Many of you may know by now that this weekend, ONYX is hosting two events. The first is a door knocking training as preparation for our Just the Facts Door Knocking Campaign:

The Just the Facts Door Knocking campaign is designed to paint a clearer picture about policing in communities of color by presenting facts about recent abuse, corruption and murder by police. We hope to begin to shift the conversation away from cops as our only option for safety and start a conversation that is led by the people about alternatives. We will also begin to put information about police brutality into the hands of the people most impacted and grow the movement so that we have a mass of people demanding and ensuring that police brutality in our neighborhoods comes to an end.
Every 1st Saturday, ONYX will be conducting a door-to-door information campaign, talking to the people and empowering them with accurate information.
Join us Saturday from 2-4 at the Hold Out. The training will be led by our comrade and ally, MXGM member, Sanyika Bryant.

This is an event to create solidarity among community organizers & to send a message for peace to the streets.
 We will begin with a sunrise ceremony (6 a.m.) at Lincoln High School site of the first Barrios Unidos conference during which we will have an opening prayer by a youth and an elder, a woman and man. The purpose of the sunrise ceremony is to focus our intent and prayer for peace, following the ceremony we will gather up for the walk. We plan on arriving at Mexican Heritage Plaza around noon where we will end the walk with a sacred pipe ceremony and some Mexica (Aztec) dance performed by Calpulli Tonalequeh. We will end the event with some speakers and performers during which we will provide food and refreshments; we hope to finish by 2 p.m.

The stories of these two families run parallel to those of many Oaklanders these days: working people thrust by an economic crisis caused by the 1% have been denied loan modifications by the very same institutions bailed out by the federal government with billion dollar sums. Then these institutions did their best to foreclose and evict, “losing” reams of financial documentation that proved the families’ abilities to continue to pay on their mortgages at lower monthly rates.
After two account managers and a year of unreturned phone calls, Siaka Cisse turned to the East Bay Solidarity Network to keep his family of six in their Oakland home. Three days before the public auction of the house, Siaka and EBSol targeted the executive officers of Siaka’s lender with a concentrated blast of phone calls demanding that the auction be postponed and that every option be explored to avoid eviction. The next day, EBSol confirmed that the auction had been postponed until April 16th, and that Siaka had received a fresh loan modification package.
Ms. Katie, an Oakland grandmother who has lived in her North Oakland home for 35 years, fought Chase Bank for five years after financial hardship hit. Thanks to two well-attended and public actions organized by the Occupy Oakland Housing Network and Ms. Katie’s family, she is now negotiating a loan modification that will allow her to hold on to her home.
In the absence of ongoing pressure, the banks are likely to change their minds or offer unfavorable terms to the borrowers, terms that could land them in the same situation two years down the road. Both of these victories occurred last week, and both Siaka and Ms. Katie will need our support in the coming weeks to ensure a fair outcome in their negotiations. Who are we? The Prisoners Literature Project is a grassroots organization that sends free books to prisoners in the United States. The project started in the early 1980’s in the back of Bound Together Books. PLP is run entirely by volunteers and funded by donations.
Why send free books? Most prisons do not allow prisoners to receive books directly from individuals. Instead, books must be sent through "pre-approved vendors" such as publishers or expensive bookstores like Barnes & Noble. In many cases, prisoners do not have anyone on the outside who is willing or able to send books via this route. And what about prison libraries, you ask? Some consist of mostly suspense or western novels, and even then, library access may be treated as more of a privilege than a right.
This is where PLP steps in. We believe that everyone deserves access to literature and educational materials, including people trying to work towards social change, self-empowerment or rehabilitation within the incarceration system. Through our affiliation with Bound Together Books, PLP is able to send free books to those inside.

Oakland "Stop the Injunction!" coalition

The City of Oakland and Alameda County are actively trying to circumvent Constitutional due process protections in the established criminal “justice” system to target activists and communities of color. They are using the courts to impose “gang injunctions” against those they call “gang members”, and more recently against “occupy protesters” via “stay-away orders”.  Both types of court orders are police state practices, which misuse the court system for political purposes to criminalize individuals and communities, without actually proving any criminal violations.
 Gang injunctions and stay away orders are being used against a person or a group suspected of being involved in a gang, protest, or other state identified “nuisance”. While the gang injunctions and the stay-away orders are different in many aspects, they both serve to punish our community members and violate our rights to assemble without actually convicting anyone of any violation of the law. Gang injunctions use the civil courts and stay-away orders use criminal courts; both expand upon what is considered criminal, thus giving a corrupt police force further discretion and more power to arrest and harass people who have been enjoined or ordered to not be in certain areas or with certain people at certain hours. Because of the civil nature of gang injunctions, there is no attorney (such as the Public Defender) appointed on the defendant’s behalf, thus legal fees are placed on the defendant. If a civil gang injunction defendant lacks resources to hire an attorney, they risk a “default” and the injunction will take effect without allowing the defendant to legally defend themselves.
In the case of occupy protesters, Mayor Jean Quan’s “stay-away orders” are issued without factual findings and before many people have an attorney. The “stay-away orders” are being given as a condition of bail or release on “own recognizance” to restrict where people can be- in this case prohibiting them from being within 100 or 300 yards of Oakland City Hall. In the case of the North Oakland and Fruitvale gang injunctions, those named cannot be in large “safety zones” at certain times, nor can they be with other individuals named in the injunctions, among other restrictions. Both stay-away orders and gang injunctions unconstitutionally deprive our community members of liberty to engage in basic life activities, like associating with friends and family. Gang injunction curfews restrict defendants’ ability to work, and stay-away orders restrict defendants from airing grievances at city hall, taking BART from the 12th street station, or participating in civic life in the central public plaza.
In response to the Oakland gang injunctions, a large coalition developed to oppose the injunctions proposed by the City Attorney. Due to the massive campaign launched against the injunctions, only two of the eleven proposed have been able to be put into effect. The campaign also caused the City Attorney to reduce the number of people named by the injunctions, and make the injunctions somewhat less restrictive, though we see any “gang injunction” as a gross abuse of state power and a sanctioning of police abuse. The coalition has made clear that these injunctions are based entirely on the word of police/parole/probation officer intelligence, which is tainted by racist assumptions of Black and Brown “gang” culture and also specifically targets men who have won lawsuits against OPD for harassment. Also, numerous men targeted by gang injunctions have been incarcerated in the past, and this fact is used against them in court to prove that they need to be enjoined. Thus, the gang injunctions employ a type of double jeopardy, using past crimes as justification for limiting civil liberties when many of the targeted men are trying to get work and live healthy and sustainable lives in their respective communities.
Mayor Quan’s “Stay-Away Orders” are another gang injunction-like tool used to repress and punish those expressing dissent. The stay-away orders have specifically targeted more than twelve people who have been arrested at Occupy Oakland protests and are based purely on the word of OPD and the DA. These individuals have not been convicted of any “crime”, yet a judge has imposed orders that take away their First, Fourth, and Fifth Amendment rights. These orders represent the ongoing political persecution of people who are protesting against extreme economic inequality, corporate control of the government, and police state practices used to uphold this oligarchy. The stay-away orders and other political attacks on our communities show that instead of working to provide real solutions to economic disparity, racism and police brutality, the City uses fear tactics and repression to eliminate political dissent. City officials continue to talk out of both sides of their mouths, saying they sympathize with the occupy wall street movement’s goals of challenging corruption and economic inequality, while sicking riot cops and cruel weaponry on local occupy wall street protesters. City officials often speak in favor of alternatives to incarceration and repression such as “restorative justice”, while concurrently using the court and prison system to instill fear amongst protesters. It is clear however where their cards lie. We must learn from the fight against gang injunctions that the only way to stop stay-away orders in their tracks is to pack the courts and target those officials that are pushing for them for public shame. We cannot let the police, city and DA impose anymore gang injunctions or stay-away orders, and we must fight to eliminate ALL the existing gang injunctions and stay-away orders.

The Oscar Grant Committee(OGC) provides political support to community members and victims of police brutality. In so doing, we seek to stimulate the community and workers, particularly the most oppressed and most conscious sectors, to build organization, mass-movements, and political power!
MISSION: The OGC's primary focus and activity centers on the struggle against police brutality and state repression. The mission of the OGC is to mobilize all concerned people, regardless of race, religion, nationality, sexual orientation, or legal status against all manifestations of police brutality and misconduct. Therefore, we believe that the road to the mass-struggle is the only effective and meaningful road to victory in the struggle against police brutality, such as mass marches, demonstrations, forums, etc. Maintaining a multi-racial organization and base is paramount. The ruling class has a history of staging racial provocations that polarize working people along race lines. This is why we raise the slogan: not black against white, but class against class. Our natural allies and base are composed of the black and brown communities, the labor movement, and social justice activists. The OGC emerged from the struggle to organize with the International Longshoremen's Union (ILWU) labor black protest and work stoppage (10-23—2010) in support of justice for Oscar Grant. This was the first time that labor in the US went on strike in response to the murder of a young black man by the police.
    The current American capitalist state and administration is an organ for maintaining the class rule of the bosses against the workers and oppressed. Both the Democratic and Republican Parties are agents for capital and run the current American state. Thus, the Democratic Party has proven time and again to be a graveyard for social movements. Groups who have collaborated with this party have been housebroken and diverted from their goals, ending up in the scrapheap of history. In essence, that is the designed role of the Democratic Party, namely, to corrupt, destroy or tame all protests against the system. The necessary conclusion to be drawn from such historic lessons is that the OGC does not engage in class collaboration and does not rely on capitalist politicians.
STRATEGY: The OGC undertakes principled united fronts: we are prepared to work with any group, individual, or organization insofar as they do genuine grass roots' work against police brutality and state repression. For instance, there may be anarchists or liberals who will work with us on a case where a particular individual has been the victim of police brutality without necessarily agreeing with our position that the state is a tool for maintaining the rule of the capitalist class. The OGC firmly holds that photographing police in action is not a crime. It is a right and duty that we have as U.S. citizens. We pay very close attention to the police restricting citizens from observing and filming them. This is the essence of the Oscar Grant Case. The latter is certainly a case of police misconduct and state repression and we will defend those individuals whose right to observe and photograph police have been denied.

People’s Community Medics (PCM)

The People’s Community Medics (PCM) was founded in the summer of 2011 by Sharena Thomas and Lesley Phillips. While members of the Oscar Grant Committee we learned that the BART police refused to call an ambulance for 20 minutes for fatally wounded Oscar Grant, despite the passionate pleas for medical help from his friends who were detained at the Fruitvale station by the police. That experience as well as our knowledge that 911 calls often do not result in an ambulance arriving in a timely manner to Black neighborhoods largely inspired us to teach our people basic emergency first aid so that we can help one another until an ambulance arrives.
 We reached out to a fellow activist who is a healthcare worker and together we developed a training curriculum and learned how to treat seizures and bleeding traumas like gunshot wounds and stabbings. The PCM launched in March 2012; since then we have been giving free trainings on treating seizures, bleeding traumas and gunshot wounds to folks in Oakland, San Francisco and Richmond.
 The People’s Community Medics is a collective of volunteers. Our members include a neurology nurse, students, a construction worker, parents and a retiree, among others. Sharena has previous medial training as a medical assistant. Lesley has no formal medical training, however, we are both Red Cross certified in CPR and Wilderness First Aid for urban environments. We are both mothers, Lesley is a grandmother and we both have been active in our communities for many years.
 The People’s Community Medics’ trainings immediately resonate with people. We hope that one day every child will be taught basic first aid in school. We have been invited to present our training at various events and for different organizations. A few days before May Day 2012, a young man from Occupy Oakland came to the aid of a shooting victim and he utilized the first aid training he had learned from the PCM; the ambulance did not arrive for 47 minutes; unfortunately the woman succumbed to her injuries.
 At our trainings, we hand out free first aid packets that have gloves, gauze, an instruction sheet in English and Spanish, Emergen C (for diabetics) and a “know your rights” pocket card from Berkeley CopWatch. At some of our trainings we serve free, hot cooked food. Sometimes we have grocery bags full of food, free for the people. Much of the food is donated but plates and utensils, etc. are paid for out of pocket. Everything we give the people is free of charge; we are an all volunteer organization. We also have open mic speak-outs at some of our trainings.

The first sixty minutes after someone is shot is commonly known as the "golden hour." The name refers to the fact that irreversible damage can occur in the first hour after someone suffers a profound shock. If a person is shot in the head or chest, or if a blood vessel is struck, the window for treatment can become much shorter. But gunshot victims in Oakland don't always receive prompt medical care. In fact, first responders can be dangerously slow to arrive on scene. As a result, some activists have started to teach local residents how to save lives.
According to data obtained from the Oakland Police Department, there were 36,236 high-priority 911 calls made in 2012 — most of which were for violent crimes. But it took the understaffed police department between ten and thirty minutes to arrive at 36 percent of those calls. In 13 percent of the cases, OPD showed up more than thirty minutes after the initial call for service.
Alameda County paramedics can almost always arrive at urban crime scenes in less than nine minutes, but for safety reasons they're prohibited from treating victims until police clear the scene. As a result, they must stage their ambulances blocks away from critically injured people as they wait for OPD to allow them in. "Paramedics can't just rush into a shooting scene," explained Fred Claridge, director of Alameda County's Emergency Medical Services. "They park a few blocks away and wait — and that's to preserve their own safety."
This makes police officers the first medical responders to most violent crimes in Oakland, and while they're required by state law to know how to treat gunshot wounds, they don't always make it a top priority. Sometimes officers will focus on gathering evidence and securing the scene before they help someone who's injured. "The officer has to weigh up between protecting the crime scene, protecting the victim, and protecting the integrity of what's going on around them," Oakland police union President Barry Donelan said in an interview last year. He added that "an officer's job is to take care of the victim, but to do that they have to stabilize the scene first."
OPD's poor response times, paired with officers' decisions to not treat injured citizens quickly, prompted East Oakland residents Sharena Thomas and Lesley Phillips to found the group The People's Community Medics last year. Both Thomas and Phillips have some medical training, and they teach citizens how to administer basic first aid to gunshot victims when police are slow to arrive and when paramedics are prohibited from providing help.
Since last March, The People's Community Medics have held workshops throughout Oakland, as well as in Berkeley, San Francisco, and Seattle. "At every training we've done someone says they've seen someone being shot, and they didn't know what to do — they just stood around and watched the person bleed out," said Thomas. "If those people knew how to treat a gunshot wound, maybe they could have saved a life."
At a first-aid training I attended in January, Phillips began by sharing the golden rule of medical care: "First and foremost, do no harm! I can't say it enough. If you don't know what to do, then don't do anything at all." She and Thomas then covered the legal and moral issues that arise when assisting crime victims. They finished with a skit detailing how exactly to treat and dress a gunshot wound.
"You have to find the entrance and the exit wounds," said Thomas. "Once you've located them apply firm pressure to both holes. If possible, wear rubber gloves and use a barrier, such as gauze, to stop the bleeding." Phillips handed out packets containing both of these items, along with medical instructions.
While the information the group provides is basic, The People's Community Medics is filling a growing gap in Oakland. The police department, which has two hundred fewer officers today than it had three years ago, has become increasingly unreliable during times of crisis. And technical mistakes made by the department over the years have further hampered first responders. An auditor's report released last August showed that the OPD's Computer Aided Dispatching system is inefficient and outdated. If it were replaced, officers could more effectively be routed to crime scenes. Last year, $1.2 million was available to replace the system, however, OPD squandered the money due to poor communication with the Department of Information Technology. According to Sergeant Christopher Bolton, chief of staff to Police Chief Howard Jordan, the department is preparing to roll out a new deployment system, but it's unclear when it will be up and running.
"We don't want to always be complaining about resources," Bolton said. "It's incumbent on us to come up with ways to deploy the officers and meet the community's expectations, and response time, especially in the most urgent of matters, is probably the most fundamental expectation that people require of their police department."
The gunshot tracking system ShotSpotter also has the potential to quicken OPD's response to gun crimes, but for the past five years it's been underutilized. ShotSpotter can give an officer the exact location of gunfire within 45 seconds. Last year, the system recorded about 3,000 gunshots in Oakland, or roughly eight a day. While some cities have used ShotSpotter to significantly reduce gunfire, budget problems have prevented OPD from making good use of the technology — less than half the city is serviced by ShotSpotter, and the majority of recorded gunshots aren't investigated. However, in a few months the city will expand the ShotSpotter service area to cover about 80 percent of Oakland, which Sergeant Bolton contends will help OPD combat gun crime. "It's extremely valuable for response time, evidence collections, determining where scenes are," he said. "It's just an amazing system."
Thomas and Phillips, meanwhile, are not only hoping to empower citizens to help injured people in need, but they also hope their work will unite community members against violence.
At a first-aid training put on by the group last September, a young woman shared her experience helping a gunshot victim near Arroyo Viejo Park in East Oakland. "I was sitting in the park when I heard rapid gunfire and I saw smoke clearing just at the other end of the field," she said. The woman knew basic first aid and CPR, so she did something courageous: She ran to the scene. She found a man with four gunshot wounds. "He was shot once in the head, once in the arm, once in the stomach, and once in the leg." The woman covered three of the four wounds, and held the man firmly for what she estimated to be 25 minutes, until the paramedics arrived. The man was seriously injured, but he survived. "I thank God that I knew what to do, and was able to help. ... Most people, when they hear shots, their instinct is to go running, but when something like that happens, we've got to come together as a community."
The People's Community Medics believe they can inspire more people to act similarly. They've already received reports back from people who've used their training in Oakland and San Francisco. And over the longterm, they want to change the way people think about violence. "I feel that if people start to know these skills, and they know how to save a life, they might not be so quick to take a life," said Phillips. "If you're teaching how to save life, that's love."

Many thanks and much gratitude to everyone who came out (physically and on-line via WePay) and supported the People’s Community Medics at our first fundraising party yesterday, Saturday, November 24. We raised a few hundred dollars, but most importantly we were able to spend time with family, friends and comrades sharing and spreading love.
At 3:05 p.m. (the party officially started at 3:00 p.m.) Sharena got a call from a sista, who was on her way, that a shooting had happened just 6 blocks from us. Four of us grabbed gloves and gauze and jumped in Sharena’s car. The police were there and OFD paramedics were attending to the young man who was shot before getting on his bicycle. The ambulance arrived about 2 minutes after we had (about 30 minutes from the time of the shooting).
At least 30 people were watching from a distance on the sidewalk leaving enough space for the paramedics. While the victim was in the street, the police made us back down the sidewalk as they began to put up yellow tape. We asked the people around if they knew who the young man was but no one knew.
We had to go back to our party but we felt stunned and shook up, it made us cry thinking of what that teenager’s fate might be. It was suggested that we go back to the spot and do a training. We would have wanted to go after the party but it was too dark so we decided to go the next morning.
On Sunday morning on the way to the shooting location we learned that the 19 year old young man had died and was the 113th killing in Oakland; a little over 12 hours later the number of killings rose to 115. His name was not released. When we arrived at the spot we talked to people, passed out some of our flyers, got a sista’s phone number, talked to a store owner and bought some candles from him to place near the spot we saw the teenager dying. A reporter from KTVU arrived and asked to interview us. We did the interview but we need to tell our story and don't think a Fox affiliate can even get anywhere near telling our story competently.
These past 24 hours have been filled with trauma and intense emotions. We’ve shed tears for another young black male who died from violence on the street; a young man who should have died of old age. None of the people who saw him with gunshot wounds administered emergency first aid; not because they didn’t care, but because they didn’t know basic emergency first aid.
Maybe if one knows how to save a life they won’t want to take a life. Our goal is for everyone to know how to treat a gunshot wound and know basic first aid.

“Brandi, a transwoman, was murdered Saturday night, shot at 13th and Franklin in Downtown Oakland after an altercation with a man who became enraged and shot her when he realized she was trans. An amazing #oo comrade tried to keep her alive with training learned from the People’s Community Medics, but the cops walked away and the ambulance came too late”  (from Occupy Patriarchy)
The young man who aided this young trans-woman is from Occupy Oakland and he learned the basic first aid for treating gunshot wounds from the People's Community Medics at one of the #OO Barbeques.  Evidently the police were there and were doing nothing but letting him provide first aid (police are not trained in first aid).  In fact there is an OPD policy that permits the police to stop a civilian from providing first aid, however, in this instance they did not follow that policy.  Yet it took the ambulance 30 minutes to arrive; the young comrade stayed with her applying pressure to the gun shot wound;  she was alive still when the ambulance finally arrived, however, she succumbed to her wounds after the ambulance was on the scene.

2012-03-01 "Introducing..." message from "People's Community Medics": Greetings Friends and Community, We are emailing to introduce a new network: The People’s Community Medics.
This project was partially inspired by the revelations of an Oakland Paramedic investigator who blew the whistle on the medical mistreatment of Oscar Grant at the Fruitvale BART station.
Oscar, like many victims of police violence, did not receive proper medical treatment after he was shot by BART police. The 911 responders did not adequately cover the exit wound from the bullet that punctured Oscar's back and he suffered for over 4 hours before succumbing to his injuries.  Perhaps Oscar’s life could have been saved if paramedics had properly cared for the bleeding trauma he experienced. . . we will never know.
Unfortunately, in low-income and communities of color--calling 911 does not guarantee an ambulance nor adequate health care when paramedics arrive. Because of this inequality, we have lost numerous loved ones unnecessarily.  We know that 911 is a joke (as the rap group Public Enemy said so long ago) and that our people have been suffering from a lack of proper medical treatment.
The People’s Community Medics is starting a project to work with the larger community in taking what's most important into our hands – matters of our health and safety.
